From six weeks to five days: building a working EMIS for South West State

How a centralised education data system changed the reporting rhythm of a state ministry — and what it takes to make an EMIS stick.

In 2025 Datashiil designed and implemented a centralised Education Management Information System (EMIS) for the South West State Ministry of Education. The result was a fully operational system that cut the ministry's monthly reporting cycle from six weeks to five days.

The problem with slow data

When school data takes six weeks to reach decision-makers, it describes a situation that has already changed. Enrolment shifts, teacher absences and resource gaps are discovered after the moment to act has passed.

What we built

  • A centralised digital data management system for regional education oversight.
  • Offline-first collection tools so school-level submissions keep working in low-connectivity districts.
  • Validation rules at the point of entry — range checks, logical consistency and completeness — so errors are caught before they reach the database.
  • Dashboards that give ministry staff a single, current picture of the system.

Why it works

Technology was only half the job. Following our knowledge transfer & sustainability principle, ministry staff were trained to operate and maintain the system themselves. An EMIS that depends on an outside consultant is not a ministry system.

Our goal is institutional independence — we measure success by how effectively clients can sustain the work without us.
